Policy Framework
IT Vision-2010
Chandigarh Administration declared its I.T. Policy
in April 2000 to promote the application of Information
Technology for the benefit of the residents of Chandigarh,
by implementing e-Governance and by promoting investment
in the field of technology, for generating employment.
The IT Enabled Service Policy of Chandigarh Administration
was announced in January 2003 in order to promote the
IT Enabled Service/BPO sector, which is growing at a
rapid rate. Training tie-ups, upgradation of educational
facilities and promotion of IT infrastructure were emphasized
in this policy.

SEZ Policy
Chandigarh administration lays great importance on
the promotion of industry to achieve the objectives
of employment generation, enhancing exports and provide
a boost the economy of the state in general.
Chandigarh administration promotes the setting up of
Special Economic Zones (SEZs), which are seen as industrial/IT
habitats wherein investing companies can receive single
window clearance and are able to avail the benefits
as per the SEZ policy of the Government of India.
Over the years, Chandigarh has enabled itself to be
a rich human resource centre, which is a prerequisite
for growth and setting up of any modern industry particularly,
information technology, information technology enabled
services, and business process outsourcing and other
service sector units. In order to provide employment
in sufficient numbers to the qualified and employable
youth of Chandigarh, Special Economic Zones (SEZ) is
being promoted by the administration.

ITES policy 2003
Vision of the policy
To accelerate the Economic growth of Chandigarh by
leveraging the potential for IT and ITES in the city,
and creating a competitive knowledge base for sustaining
the growth of the industry.
Policy Incentives
The following initiatives would be undertaken to create
a favourable regulatory environment for ITES companies:
- The companies would be allowed to operate for 24
hours a day and 365 days an year.
- A Single Window interface for all necessary clearances
would be set up. The following departments/offices
would be part of the Single Window Interface.
- The Office of the Finance Secretary-Chandigarh
Administration
- The Department of IT
- The Engineering Department including the Electricity
Department
- Department of Labour
- Urban Planning and Architecture
- The ITES sector would be exempted from the Chandigarh
Pollution Control Act except in relation to power
generation sets. Self-certification under different
labour laws and legislation shall be made applicable
to the ITES companies, as per norms formulated by
the Department of Labour.

Biotechnology Policy
The vision of the Chandigarh administration is to give
an impetus to the economy and human resources of the
Union Territory of Chandigarh by realizing the potential
of biotechnology. The goal is to spread awareness among
the public about the benefits of biotechnology to create
a large pool of personnel with skills in different aspects
of biotechnology, and to develop processes, designs,
compounds, equipments and solutions which have applications
in the field of agriculture, industry, food & nutrition,
medicine, pharmaceuticals, health services and environmental
sciences.
Biotechnology Mission
Chandigarh Administration shall work towards achieving
the following goals within a definite time frame:
- Make Chandigarh a preferred biotechnology destination.
- Promote the biotechnology industry in Chandigarh
- Provide facilities to biotech companies by the development
of biotech laboratories.
- Enhance the growth of the biotechnology sector by
utilizing the services of biotech professionals.
- Create employment for trained biotech professionals
and other qualified personnel in Chandigarh and the
region.
- Invite technology leaders worldwide to avail of
Chandigarh's biotech facilities.
- Actively facilitate networking amongst biotech organizations
and universities and colleges offering biotechnology,
bio-physics, bio-chemistry, Nanotechnology and bio
-informatics.
- Encourage education and training of skilled professionals
in biotechnology and related fields.
- Facilitate investment in biotechnology, health services,
pharmaceutical research, medical education and related
sectors by providing the required infrastructure and
policy framework.
