In 1995, Dr. David Ryon envisioned the conceptual framework of Image Technology's picture archiving and communications system. The purpose was to electronically integrate the diagnostic images, imaging modalities, and business functions into one seamless system located at Kingston Diagnostic Center, the imaging center founded by Dr. Ryon in Kingston, NY.The goal was to implement a PACS/RIS system at the Center and then to create an area wide network providing over-read services to the region's local hospitals.
