KMDA, established in 1970 under presidential ordinance and later sanctified under the KMDA Act of 1972, functioned essentially as a development agency with the specific purpose of carrying out major infrastructure development in KMA. Kolkata Metropolitan Area (KMA), the largest urban agglomeration in eastern India, extends over 1851.41 sq. km. and envelopes 3 Municipal Corporations including Kolkata Municipal Corporation, 38 Municipalities and 24 Panchayat Samitis. KMA holds a population of 14.72 million, according to 2001 Census, as against the total urban population of West Bengal of 22.5 million. The population of KMA is projected at 17 million in 2011, 20 million in 2021 and 21.1 million in 2025.

Siliguri Jalpaiguri Development Authority has been established under the West Bengal Town and Country (Planning & Development) Act 1979 and has been entrusted with the responsibility of Planning & Development of Siliguri - Jalpaiguri Planning Area. The Tirupati Urban Development Authority was constituted on 6th November 1981 under the provisions of A.P.Urban Areas (Development) Act, 1975. The jurisdiction of TUDA extends over an area of 847.95 sq.kms comprising 16.07 sq.kms of Tirupati Municipal area and 89 grama panchayats situated in the Mandals of Chandragiri, Tirupati Urban, Tirupati Rural, and Renigunta of Chittoor district. The principal objective of the Authority is to promote and secure the development of all or any of the areas situated in the Tirupati Development Area according to plan and for that purpose it has the authority to acquire, hold, manage, plan, develop and dispose off land and other property, to carry out by or on its behalf, building and other operations, execute works, and to do anything necessary or expedient for purposes incidental thereto.

Prior to VUDA, the Town Planning Trust (TPT) has existed since 1962, to implement developmental activities in and around Visakhapatnam. The TPT was upgraded and Visakhapatnam Urban Development Authority was constituted on 17th June 1978, under AP Urban Areas (Development) Act, 1975 with its jurisdiction extending over Visakhapatnam Municipal Corporation and four municipal towns namely Vizianagaram, Bheemunipatnam, Gajuwaka and Anakapalli including 287 villages in 178 Gram Panchayats, comprising an area of 1721 sq.km.
