The formation of the Ministry of Science and Technology was announced through a Presidential Notification dated January 4, 1985 (74/2/1/8.Cab.) contained in the 164th Amendment of the Government of India (Allocation of Business) Rules, 1961; the Department of Science and Technology, the Department of Scientific and industrial Research, and the Department of Biotechnology are the departments under this ministry.

The Ministry of Environment & Forests is the nodal agency in the administrative structure of the Central Government, for the planning, promotion, co-ordination and overseeing the implementation of environmental and forestry programmes. The Ministry is also the Nodal agency in the country for the United Nations Environment Programme (UNEP).

The Ministry of Mines is responsible for survey and exploration of all minerals, (other than natural gas and petroleum) for mining and metallurgy of non-ferrous metals like aluminium, copper, zinc, lead, gold, nickel etc. and for administration of the Mines and Minerals( Development and Regulation) Act, 1957 (MMDR Act) in respect of all mines and minerals other than coal and lignite.

The Ministry of Social Justice & Empowerment is entrusted with the welfare, social justice & empowerment of disadvantaged and marginalized section of the society viz, Scheduled Caste, Minorities, Backward Classes, Persons with Disabilities, Aged Persons, Street Children and victims of Drug Abuse etc. Basic objective of the policies, programmes, law and institution of the Indian welfare system is to bring the target groups into the main stream of development by making them self-reliant.

The Ministry of Urban Development & Poverty Alleviation is the apex authority of Government of India at the national level to formulate policies, sponsor and support programme, coordinate the activities of various Central Ministries, State Governments and other nodal authorities and monitor the programmes concerning all the issues of urban development and housing in the country
