The Tirupati Urban Development Authority was constituted on 6th November 1981 under the provisions of A.P.Urban Areas (Development) Act, 1975. The jurisdiction of TUDA extends over an area of 847.95 sq.kms comprising 16.07 sq.kms of Tirupati Municipal area and 89 grama panchayats situated in the Mandals of Chandragiri, Tirupati Urban, Tirupati Rural, and Renigunta of Chittoor district. The principal objective of the Authority is to promote and secure the development of all or any of the areas situated in the Tirupati Development Area according to plan and for that purpose it has the authority to acquire, hold, manage, plan, develop and dispose off land and other property, to carry out by or on its behalf, building and other operations, execute works, and to do anything necessary or expedient for purposes incidental thereto.

Prior to VUDA, the Town Planning Trust (TPT) has existed since 1962, to implement developmental activities in and around Visakhapatnam. The TPT was upgraded and Visakhapatnam Urban Development Authority was constituted on 17th June 1978, under AP Urban Areas (Development) Act, 1975 with its jurisdiction extending over Visakhapatnam Municipal Corporation and four municipal towns namely Vizianagaram, Bheemunipatnam, Gajuwaka and Anakapalli including 287 villages in 178 Gram Panchayats, comprising an area of 1721 sq.km.
