CIEFL is an autonomous Institution, registered as a society. CIEFL provides for the study of English and Foreign Languages and their literatures, organisation of research, training of teachers, production of teaching materials, and extension services, to help improve the standards of the teaching of English and Foreign Languages in India. Over the years, CIEFL has been introducing various Foreign Languages that are in demand. It is the only University in India catering exclusively to the teaching/learning Foreign Languages. The Institute offers academic Programmes in English, Arabic, French, German, Japanese, Russian and Spanish.

The UGC, however, was established in November 1956 as a statutory body of the Government of India through an Act of Parliament for the coordination, determination and maintenance of standards of university education in India. In order to ensure effective region-wise coverage throughout the country, the UGC has decentralised its operations by setting up six regional centers at Pune, Hyderabad, Kolkata, Bhopal, Guwahati and Bangalore. The head office of the UGC is located at Bahadur Shah Zafar Marg in New Delhi, with two additional bureaus operating from 35, Feroze Shah Road and the South Campus of University of Delhi as well.

The University enable it to function more effectively in the fields of teaching, training and research in various branches of learning and courses of study and for higher education to meet the growing needs of the Society.
